No. Sixty-six reduces to 12 and then to 3. The master rule preserves 11, 22 and 33 when the running total actually reaches one of them, and 66 never does.

The tradition gives it compression and delivery: finding the short version of a long thing and getting it into somebody else's head intact. Every source pairs that with the same qualification, which is that 3 supplies the saying and not the substance, so the number is described as needing a subject, a brief or a collaborator to be worth anything. Left with all three missing, the sources say it produces volume rather than work, and they have been saying it since the 1930s handbooks, which used the word talker and did not mean it kindly.
