The calculation is a sum, then a reciprocal. Count the winning combinations in each tier, add them, and divide the total number of possible tickets by that sum. Because the tiers are mutually exclusive, adding them is legitimate and no double counting occurs. The result is the honest answer to how often a ticket returns anything, and it is a far shorter number than the jackpot odds.
That difference is where the confusion lives. Overall odds and jackpot odds get printed side by side and read as though they described the same event, and they do not: one counts every tier including the smallest, the other counts a single line out of hundreds of millions. A short overall-odds number tells you how often you will be handed something back, not how often you will be up on the transaction.
Overall odds are also a poor way to compare games. A game that pays a free ticket for matching two numbers will post shorter overall odds than one that does not, without paying out a penny more. Payout percentage, the share of stakes returned as prizes, is the comparison that actually says something. A game can advertise 1 in 9 and return less money per pound staked than one advertising 1 in 24.

A worked example
Powerball has 292,201,338 possible tickets and nine paying tiers. Adding the winning combinations across all nine gives 11,750,538, and 292,201,338 / 11,750,538 = 24.87, which is the published 1 in 24.87. Two tiers do nearly all the work: matching the red ball alone accounts for 7,624,512 of those combinations, and one white ball plus the red for 3,176,880. Together that is 92% of all wins, and each pays $4.
