That is a real gap in the tradition rather than a considered verdict, because the two readings have more in common than most of the pairs the tradition did rate.
Nine is compassion, perspective and causes larger than one person, poorly motivated by money and strongly motivated by meaning. Five is freedom and change, with good instincts, poor patience and the widest network in the system. What a 9 supplies is the one thing that turns a 5's movement into something cumulative, which is a subject.
Aid work, foreign reporting, medicine in places that are hard to get to. The pairing has a recognisable professional shape and the tradition never got round to writing it down. What the tradition did note, separately, is that both numbers are described as easier to admire than to live with, which is a strange thing to have in common.

Both are generous and neither is possessive, which removes the arguments that dominate most of the chart. A 9 loves diffusely and does not require an account of anyone's week. A 5 does not want to give one. Neither of them is monitoring, and for two numbers with a history of being monitored that is most of the initial relief.
What it lacks is anybody insisting on the relationship. A 9's love is real and does not arrive addressed, and a 5 keeps an exit open on every arrangement. Two people who each assume the other would say something if it mattered can go years without either of them establishing that this was chosen rather than continued. The tradition names that as the 9's characteristic problem, and here the 5 makes it mutual. Neither of them is careless about the other. They are careless about the definition.
As friends
Excellent and low-obligation. A 5 has the network and a 9 has the reason to use it, and the two of them will end up involved in something neither planned. Neither takes offence at a long silence, and both turn up when something serious happens, though the 9 stays longer.
The difference in stamina is the one thing worth watching. Nines are still there in month four of somebody's disaster, which is this number's gift and the start of its named problem, and 5s have usually got something on by then.
Working together
Mission-led work with movement in it is where this pairing is strongest. A 5 quits at the plateau, and the tradition is severe about the consequence, which is a lot of interesting starts and nothing anyone is actually good at. A 9 is famously bad at endings, holding jobs, relationships and versions of themselves years past their finish. Between them, things neither start properly nor stop, and both describe the situation as ongoing.
The second is that grievances arrive late and indirectly on both sides. A 9's martyrdom is quiet, the sacrifice mentioned slightly too precisely months later in an unrelated conversation. A 5's version is not verbal at all, it is a slow reduction in availability. Neither of these registers as a complaint to the other, so both accumulate.
