What they share

Neither number names the other in either list, and both are odd, so the parity tiebreak does not apply. The pairing sits exactly at the neutral 3. That is the honest answer rather than an evasion, because the tradition genuinely has nothing to say about 1 with 7.
What the two share is a refusal to be managed, which they arrive at from opposite directions. A 1 wants the outcome to be theirs. A 7 wants the understanding to be theirs, and is largely indifferent to the outcome. Numerology describes 7 as the one archetype that would rather understand a thing than use it, which is the exact inversion of the 1 reading.
The practical consequence is that they do not want the same prize, so they do not fight over one. A 1 gets to decide, which is all a 1 has ever wanted, and a 7 gets left alone with the interesting part, which is all a 7 has ever wanted.
